UNIVERSAL
DECLARATION OF BANK AND FINANCIAL SERVICE USER RIGHTS
Since time immemorial contradictions between opposing groups, or apparently
opposing groups, have always germinated into a communion of fecund
interests. This is not however a reediting of Marxism –thesis,
antithesis and synthesis- given that the end we invoke as natural
and productive is conciliation and peaceful surmounting, even when
acknowledging that certain activities, due to the severity of their
content and the social importance of their development exact a harsh
struggle for positioning, which in many cases is conflictive and irreconcilable,
with only those capable of seeing beyond their immediate minute world
are capable of overcoming. Thus financial activity is essential, representing
a main factor for individual development of persons and global development
of societies. It holds a dual significance as a guarantor of savings,
representing a valuable asset that generates security and freedom,
and as a provider of credit, as an invaluable lever for development
and opportunities. An activity as relevant as this requires clear
measures for action, a prefixed finality that is both evident and
understandable, balance between the parts so that credit can exist
without any abuse and so that savings can be guaranteed for the depositors.
For this a system must be created that will promote the best of the
operators themselves in virtue of a system that is truly competitive
and open to new initiatives, while in turn establishing guarantees
pertaining to the radical secret nature of the personal information
that is handled, given the traffic and sensitivity of the information
that the financial system undertakes. Abuse must be extirpated from
the Financial System, in all its facets, insuring that the principles
that are laid-out for a strong and trustworthy Financial System will
be coherently developed around the world, in view of the fact that
the entire world is financially interconnected and systematic risk
is no longer a regional matter, but a worldwide matter. The Universal
Declaration of Bank and Financial Service User Rights represents a
Spanish contribution to these aims of freedom, fair balance and sustainable
development, along with transparency in the actions and finalities.
During this month of September and the first few days of October,
AUSBANC International will be presenting the above-outlined Declaration
in Salamanca, the same in virtue of the union between Banks, Savings
Banks and Rural Savings Banks in Spain, representing a preparatory
event for the 2005 XV Iberoamerican Summit of Presidents and Heads
of State, to thus achieve fecund communion with a ecumenical vocation.
The Banco Santander, Banco Pastor, Caja Duero, La Caixa, Bancaja,
Caja Murcia, Caixa Galicia, BBK, Cajamar, Caja Rural de Toledo, Ibercaja
and companies such as the Corté Inglés, Repsol, etc.,
will all be present. Our motivation is to make history based on the
Civil Society, humbly although with determination, never failing with
a decisive will and with a commitment from all the participants to
submit said text at as many assemblies, forums, committees or meetings
as possible. Thus continuing until the International Monetary Fund
is reached, as well as the World Bank and finally the U.N. So, we
will be looking forward to seeing each other in Salamanca. Remember
that we are unrepeatable, you and us, reason why we can and must put
forward important goals.
